Why This Regulation Exists
As vehicles gained the ability to receive software updates over the air and to be remotely diagnosed or commanded, regulators in multiple markets introduced requirements around how those capabilities are secured and managed. The underlying concern is straightforward: a vehicle that can be updated remotely is also a vehicle that could, in theory, be tampered with remotely — so the process needs to be auditable and secure by design.
The Two Regulations Most Often Referenced
UNECE WP.29 R155 addresses cybersecurity management systems for vehicle manufacturers — how an organization manages cyber risk across a vehicle's lifecycle, not just a single feature. R156 addresses software update management systems specifically — how updates are developed, validated, deployed, and recorded. Together they push OEMs toward documented, repeatable processes rather than ad-hoc engineering decisions.
What This Actually Requires of an Architecture
In practice, compliance-minded architectures tend to share a few traits: every update is traceable to what changed and why; rollouts can be halted or rolled back; device identity and update authenticity are cryptographically verifiable, not just assumed; and there's an audit trail of who issued what, from where. None of this is exotic engineering — but it does need to be designed in from the start, because retrofitting audit trails and rollback safety onto an existing system is far more expensive than building them in from day one.
The Practical Takeaway
